One thermostat measures one spot and assumes the rest of the house agrees with it. In most two-story houses, it does not.

Heat rises, sun hits one side of the building, and rooms over a garage or under a roof behave nothing like the hallway where the thermostat happens to hang. The usual workarounds — closing vents upstairs, running the fan constantly — either do not work or harm the system by raising static pressure.

Zoning is the engineered answer. Motorized dampers in the ductwork open and close by zone, each with its own thermostat, so one system serves areas with markedly different loads. A bypass or a variable-speed blower handles the airflow when only one zone is calling.

It can be retrofitted into existing ductwork more often than people expect, but it has to be designed around what is there. Adding dampers to a duct system that was already marginal will not give good results.
